A Dependency is to be defined as:
A dependency (or puppet) is a legitimate state that has surrendered the act of decision making to it's parent state, because of it's need economically or militarily. A dependency has it's own ruler and even political system, but it's general allegiance is attributed to that of a parent state. A dependencies natural resources are to be kept to bolster an internal economy, which may par reparations for protection to it's parent state. Each parent state may have a maximum of two dependencies, and the dependencies must be places that are in need of or require intervention. A good example of this is the Californian Territories. The Californian Territories were filled with many threats, like raiders and bandits. When two powers rose and wanted to take charge of a new nation, they warred with one another and were hindered by raiders and bandits. When one side was offered aid from the Japanese, they signed a contract that promised that they would become a dependency if successful. With Japanese aid, they won the war and became a dependency to Korea-Japan, owing them for their aid. Places that require things like this in a similar situation, or economic stimulus, may become dependencies.

A Colony is to be defined as:
A Colony is an area that is blatantly militarily controlled for resources or land purposes. For example, a colony may be established in order to establish a strategic approach to war, so that you weaken a nation at both sides, or disallow a nation to expand it's border, or even cut off trade routes. Colonies are generally more useful than dependencies because they have a direct benefit, whereas a dependency generally pays a larger party back for investing in it, much like paying for interest. Rather than that, a colony takes little effort and supports an empirical empire directly. You may have a maximum of three colonies.
